Morro de São Paulo is situated on an island. Therefore you need to go there by boat. You can either take the catamaran from salvador that takes 2 hours or travel longer but cheaper going via the island of Itaparica and from there by bus to Valenca. From Valenca the fast boat (lancha rapida) takes you to Morro in 30 minutes.
You can also use a small plane from Salvador or take a flight to the international airport of Valenca, where you can take a small plane or a boat to Morro
